Richard A. Duvall is the President and Chief Executive Officer of North Star Health Alliance, overseeing Carthage Area Hospital, Claxton-Hepburn Medical Center, Claxton-Hepburn Medical Campus, Meadowbrook Terrace Assisted Living Facility, and North Country Orthopedic Group. He leads efforts to enhance healthcare accessibility, affordability, and quality in Northern New York and has expertise in rural hospital management, financial turnarounds, and strategic healthcare partnerships. He holds a Master of Healthcare Management from American Intercontinental University and has played a key role in expanding services, securing funding, and improving hospital performance. A recognized leader in rural healthcare, Richard has been an invited speaker at national conferences, advocating for collaborative healthcare solutions. He currently serves and has previously served on multiple rural healthcare and community/civic development boards, including the St. Lawrence County Health Initiative, Northern Area Health Education Center, Fort Drum Regional Health Planning Organization, North Country Initiative, Iroquois Healthcare Association, and Healthcare Association of New York State. His civic involvement extends to the Jefferson County Local Development Corp., Pulaski Economic Development Taskforce, Carthage Area Chamber of Commerce, and other regional organizations, supporting initiatives that strengthen healthcare and economic development. |
